Job Summary
As the Assistant Vice President – Regulatory Risk Management within the Wealth Management COO Office, you will drive the implementation, oversight and continuous enhancement of Foreign Account Tax Compliance Act (FATCA) and Common Reporting Standard (CRS) compliance processes and controls across Wealth Management. As a business subject-matter expert, you will oversee accurate client and entity classification, due diligence and timely reporting in partnership with the relevant control and reporting functions. The role requires hands-on regulatory experience and the ability to translate evolving international tax transparency requirements into practical, consistent and auditable business processes.
You will lead assigned regulatory workstreams, coordinate annual FATCA/CRS exercises and oversee the operational application of US persons treatment and applicable US Double Tax Treaty (US DTT) requirements. You will manage complex operational issues in partnership with Front Office, Wealth Management Operations, Compliance, Group Tax, Legal and Technology.
You will also contribute to broader regulatory risk and governance initiatives, ensuring timely delivery, effective escalation and alignment with regional and local governance expectations.
Responsibilities
- Drive the implementation and ongoing oversight of FATCA/CRS processes and controls across client onboarding, due diligence, periodic reviews, changes in circumstances and reporting readiness.
- Monitor FATCA, CRS and related Automatic Exchange of Information (AEOI) developments; assess regulatory requirements and business impacts in consultation with Compliance, Group Tax and Legal, and translate agreed interpretations into policies, procedures, controls and implementation plans.
- Act as the primary business contact for FATCA/CRS queries from Front Office, Onboarding and Operations. Oversee classification and due diligence, including tax residency, US indicia searches, entity and controlling-person classifications, and the collection and validation of applicable W-8/W-9 series tax forms and CRS self-certifications; escalate interpretation matters to Compliance, Group Tax or Legal as appropriate.
- Lead business oversight and coordination of the end-to-end annual FATCA/CRS reporting cycle with Wealth Management Operations and Technology, covering client outreach, Relationship Manager queries, exception tracking, data extraction and validation, XML schema formatting and validation, and timely submission to the relevant tax authorities.
- Oversee US persons treatment across onboarding and the client lifecycle, including identification and status changes, documentation validation, and the application of relevant account, product and servicing restrictions in line with approved policies. Guide Front Office and Operations on complex cases, coordinate remediation and escalate exceptions or interpretation matters to Compliance, Group Tax and Legal.
- Lead the operational implementation and ongoing oversight of applicable US Double Tax Treaty (US DTT) requirements, including treaty-benefit eligibility checks, tax documentation and client declarations, and coordination of withholding tax treatment with Group Tax and Operations. Drive client outreach, RM/ARM guidance, exception tracking and control enhancements, with treaty interpretation and complex eligibility matters referred to Group Tax, Compliance or Legal as appropriate.
- Conduct regular gap analyses, compliance health checks and quality assurance reviews of client data and documentation; oversee reconciliations and exception resolution to identify and remediate non-compliance risks and support the accuracy, completeness and traceability of FATCA/CRS reporting outputs.
- Identify control gaps, assess operational risks and drive remediation with clear ownership, timelines, escalation and evidence of closure.
- Lead assigned regulatory change and process enhancement initiatives, including business requirements, user acceptance testing, implementation readiness and post-implementation monitoring.
- Design, maintain and update business compliance manuals, standard operating procedures and training materials to reflect agreed FATCA/CRS requirements and tax guidance; deliver practical training and communications to help Front Office and support teams apply requirements consistently.
- Prepare management and governance updates on regulatory changes, outstanding exceptions, control issues and remediation progress, highlighting matters requiring decisions or escalation.
- Coordinate regional alignment and stakeholder engagement across Front Office, Operations, Compliance, Group Tax, Legal and Technology to resolve issues and deliver agreed outcomes.
- Act as a key business contact for external auditors on FATCA/CRS matters and coordinate responses to internal and external audits, regulatory inspections and requests for information from tax authorities through the appropriate internal functions; support RCSA assessments, attestations and timely closure of findings.
- Provide technical guidance to team members and review assigned deliverables to maintain consistent execution and control discipline.
- Contribute to broader Wealth Management COO regulatory and governance workstreams, including Qualified Intermediary (QI), GST, External Asset Management/ Business Introducer (EAM/ BI) governance and reference data controls, as assigned.
- Support business continuity planning and readiness activities, including business impact assessments and relevant attestations.
Requirements
- Bachelor’s degree in Banking, Finance, Accounting, Law, Business Administration or a related field.
- 8–10 years of relevant experience in regulatory risk management, compliance, tax operations or governance within financial services, with substantial hands-on FATCA and CRS experience.
- Deep and practical knowledge and experience of FATCA requirements, including relevant US IRS regulations, and CRS requirements and OECD guidelines, with demonstrated experience in classification rules, indicia searches, W-8/W-9 tax documentation, CRS self-certifications, changes in circumstances and reporting schemas.
- Practical experience in US persons treatment and applicable US Double Tax Treaty requirements within Wealth Management or Private Banking, including client status assessment, account and product restrictions, treaty-benefit eligibility, tax documentation and withholding tax processes, with appropriate referral of technical interpretations to specialist advisory functions.
- Experience leading regulatory implementation, end-to-end annual FATCA/CRS reporting coordination, control enhancements or remediation workstreams involving multiple stakeholders; hands-on experience with large datasets and XML reporting formats is highly desirable.
- Experience handling complex regulatory queries and supporting audits, inspections, risk assessments and governance reporting.
- Prior Wealth Management or Private Banking experience, and familiarity with Singapore FATCA/CRS requirements and regional operating models, preferred.
- Relevant tax or compliance certifications, experience interacting directly with tax authorities or regulatory bodies, and familiarity with automated compliance screening and client lifecycle management (CLM) systems would be advantages.
- Exposure to GST, External Asset Management/ Business Introducer (EAM/ BI) governance would be an advantage.
