Financial Markets Infrastructure Risk Management (FMIRM) Officer is a risk manager role within the FMIRM function in Citigroup. The FMIRM Officer is responsible for the credit risk management of Citi’s exposure including membership and /or bilateral activity with Financial Market Infrastructure (FMI) entities including Central Clearing Counterparties for Derivatives and Securities and FMIs intermediaries for Payments and Custody services.
The role will be focused on FMIs in the Asia Pacific region. The candidate will also interface from a risk management perspective with external bodies including the FMIs, industry bodies and regulators.
Responsibilities:
Conduct new FMI memberships reviews and material changes at existing FMIs
Responsible for review and challenge first line risk on proposed risk ratings, limits and corresponding annual reviews
Contribute to the New Approval Committee process for new FMI memberships
Ensure timely communication and escalation of credit changes and concerns, changes at CCPs or other industry developments across Asia Clusters
Maintain ongoing contact with senior business/product managers across Markets, Treasury and Trade Solutions, Institutional Credit Management (ICM), Legal and Operations
Represent FMIRM on internal and external risk forums/committees as required
Ensure timely analysis and remediation of FMI exposures including reviewing with the relevant desks
Assess the impact of emerging and existing risks in FMI portfolio
Ensure awareness of latest markets news, regulatory changes, impact on related FMIs and take actions as required
Collaborating with Business, ICM and Technology teams on automation and data quality issues
Knowledge/Experience:
Candidates should have a minimum of 8 years of experience in a large Financial Institution or FMI.
Prior experience in FMI Risk Management or Financial Institutions Credit risk
Strong understanding of FMI risk including exposure measurements, rulebooks and regulatory landscape as well as margin methodologies
In-depth knowledge of financial markets and products such as Exchange-traded and OTC derivatives, Securities & Cash Clearing and Payments systems
Experience interacting with senior management, regulators, and internal audit as well as managing regulatory examinations and audit reviews
Experience in driving own book of work and delivering against multiple initiatives
Proven experience of influencing stakeholders
Skills/Competencies:
Excellent organizational and communication skills (written and verbal)
Superior analytical and quantitative skills and be able to quickly distil large amount of information to key risks
Ability to work collaboratively with a wide group of cross-functional stakeholders across all levels
Demonstrated ability to lead meetings/calls, to listen to other points of view, provide appropriate challenge, influence partners
Regularly communicates and ensures key messages are cascaded throughout the broader teams
Demonstrates integrity and sound independent risk judgment and operates to the highest ethical standard
Self-starter who takes initiatives, highly motivated and aspirational
Education:
Educated to quantitative/finance master's degree standard or equivalent
Exceptional candidates who do not meet these criteria may be considered for the role, provided they have the necessary experience and skills.
