Job Summary

•    Lead the Risk & Control function for Coverage Banking, with clear accountability for: 
o    Governance oversight
o    End-to-end risk management
o    Execution of regulatory changes and risk reduction initiatives
•    Ensure a robust, consistent and transparent control environment aligned to Group standards and regulatory expectations. 
•    Act as the central coordination point across business, second line, and control functions for all non-financial risk matters.

Governance Oversight
•    Establish and oversee effective governance forums (e.g. risk committees, control forums).
•    Ensure: 
o    Clear risk visibility and reporting
o    Timely escalation of issues outside risk appetite
o    Strong tracking of remediation actions
•    Maintain consistent governance standards across Coverage Banking including front line, and Operations 
•    Support senior management with clear, decision-ready risk insights.

Key Responsibilities

End-to-End Risk Management
•    Oversee the full lifecycle of non-financial risk 
o    Identification → Assessment → Control → Monitoring → Remediation
•    Ensure: 
o    Risks are clearly defined, measured, and prioritised
o    Risk treatment plans are in place and actively managed
o    Control effectiveness is regularly tested and improved
•    Drive proactive risk management through: 
o    Horizon scanning
o    Review of internal / external risk events
o    Continuous improvement of control frameworks
•    Partner with business and second line to maintain a strong first line control environment.

Regulatory Change & Risk Reduction Execution
•    Lead the execution of regulatory change initiatives impacting Coverage Banking.
•    Translate regulatory requirements into: 
o    Clear actions
o    Practical implementation plans
o    Trackable outcomes
•    Drive delivery of risk reduction programmes, including: 
o    Remediation of control gaps
o    Closure of audit / regulatory issues
o    Simplification and strengthening of processes
•    Ensure consistent implementation across regions and teams, with clear accountability.

Strategy & Delivery
•    Align risk and control priorities with Coverage Banking strategy.
•    Ensure focus and prioritisation of key risk and regulatory initiatives.
•    Track progress through clear management information and governance forums.

Strategy
•    Work closely with business heads and lead the design and execution of a robust conduct and control approach aligned to Coverage Banking’s strategic priorities. 
•    Responsible for ensuring key component parts of non-financial risk management for Coverage Banking are managed consistently across Coverage Banking i.e. identification, assessment, governance, and control effectiveness. 
•    Design and oversee framework to ensure appropriate prioritisation of all Coverage Banking non-financial risk and regulatory initiatives through Coverage Banking NFRC and Coverage Banking / Transversal QPR (working closely with Global Head of Transformation, Coverage Banking) and other relevant forums, and measure progress of delivery through the scorecard and appropriate governance forums.  
•    Ensure appropriate governance and oversight of pan Coverage Banking risk management issues at Coverage Banking RC and higher committees, including Financial Crime, Fraud, ESG. 
•    Support Coverage Banking COO for all NFR Group Committees and Regulatory engagements     
•    Define, drive, and oversee implementation of conduct & risk culture agenda through Coverage Banking RC and relevant business forums. 
•    Lead proactive risk identification for Coverage Banking, on behalf of SMRs through Conduct & Culture Pulse-checks where appropriate.

Strategic Risk Initiatives (SRIs) 
•    Partner with Enterprise Risk Management, 2LOD and Coverage Banking business change teams to ensure continuous improvement of the Policy & Standards development and implementation processes through the ERM Policy Clearinghouse and Coverage Banking.
•    Accountable for consistent and effective governance & implementation of Coverage Banking SRIs.
•    Own the Coverage Banking SRI pipeline including corresponding budget/funding as part of the Coverage Banking investment planning process.
•    Ensure work to address SRIs is appropriately prioritised in the Coverage Banking QPR and subsequently cascaded to downstream Business QPRs.
•    Accountable for complex large-scale regulatory change consultation and Second Line of Defence engagement, regulatory impact assessment, Policy and Standards consultation and coordination, Business Impact Assessment, Coverage Banking-wide dispensations, subject to the nature of the change design pan-Coverage Banking processes, controls, tools, guidance and training artefacts for implementation into affected business areas.
•    Ensure appropriate reporting of SRI risk, regulatory change management process and treatment actions to NFRCs, Coverage Banking RC or GRC as required.

Business
•    Demonstrate awareness and understanding of the wider business, economic and market environment in which the Group operates, and good understanding of Coverage Banking clients and business products.
•    Keep abreast of industry trends and regulatory impacts and ensure Coverage Banking appropriately anticipates and adapts the control environment to address future developments. 
•    Provide Coverage Banking MT and Coverage Banking COO MT with visibility of control effectiveness through agreed set of KCIs and KRIs and escalate emerging risks or potential conduct issues as appropriate. 
•    Partner with Coverage Banking business heads and Risk & CFCR MT members to distil strategic objectives through the corporate planning process into concrete actions and plans, to enable the business to satisfy its risk and regulatory requirements efficiently and effectively. 

Processes
•    Work with each Business Management functions and their respective business / product risk management teams to design and implement appropriate oversight and escalation mechanism through a pan Coverage Banking NFR. 
•    Drive continuous improvement of the operational efficiency and effectiveness of risk management processes, and improve efficiency and scalability, to enable revenue growth. 
•    Work closely with global business leads and relevant global process owners and assess the effectiveness of the annual Risk & Control Self-Assessment (RCSA) process. 
•    Put in place appropriate frameworks to ensure Coverage Banking adheres to Group risk management policies (e.g. ERMF), standards and risk management processes. 
•    Ensure timely identification of emerging risks through horizon scanning as well as first, second or third line internal reviews, regulatory reviews and audits 
•    Ensure all identified risks and residual risks are appropriately assessed ad quantified with clear remediation plans and closely tracked and monitored till resolution at relevant forums.

Risk Management
•    Ensure there is a framework for effective management of risk under the Group’s Risk Management Framework.  
•    Responsible for working with the business COOs to ensure overall proactive monitoring & tracking of risk treatment plans for Coverage Banking which fall under the governance oversight of the Coverage Banking NFRC. 
•    Provide updates to Coverage Banking FRC AND NFRC on various matters ( but not limited to) such as Quarterly Risk Assessment, Conduct / Risk Culture update and Risk Management Transformation update, and work with the Coverage Banking business COOs, second line of defence and all relevant stakeholders as required to develop and implement appropriate remediation plans to manage risks 
•    Ensure appropriate escalation of risks to the Coverage Banking FRC and NFRC where the residual risks are outside agreed tolerance 
•    Monitor external risk events and lead internal assessment of the risks identified in the event

Governance
•    Design, implement and maintain the risk, conduct & control reporting for Coverage Banking.
•    Responsible, together with the business heads and Business Management teams, for maintaining a strong and appropriate first line risk and risk conduct environment across the business. 
•    Present submissions to QPRs/NFRC for prioritisation of treatment, improvement actions and monitoring of risks. 
•    Monitor regulatory change risk profile across Coverage Banking and report any risks/issues to relevant NFRC(s), Coverage Banking NFRC, CIB NFRC as required.
