Business Overview
Managing risk is central to BlackRock’s investment process. Risk & Quantitative Analysis provides independent oversight of investment and enterprise risks and helps strengthen risk management across the firm.
Core Risk Governance team which sits in RQA India as part of Core Risk Management team, brings together risk governance, analytics and exception management capabilities to deliver scalable and resilient risk oversight across BlackRock’s investment risk platform.
The team focuses on making processes more consistent, controlled, automated, and easy to use through better data, reporting, analytics, and technology solutions.
Core Risk Management is extending its location strategy to Mumbai. This role will be the first senior hire supporting teams expansion in new location and will play a critical role in establishing the leadership, culture, operating discipline, and technical capability needed to build a successful Mumbai presence.
Job Purpose / Background
The Vice President, Core Risk Governance – Technology & Risk, will be the senior Core Risk Management leader based in Mumbai and a key member of the Core Risk Governance team.
This is a highly visible leadership role combining people management, technical delivery, risk expertise, and location build-out. The successful candidate will establish and lead the initial Mumbai team, create strong connectivity with the Gurgaon organization, and help build a cohesive, high-performing, and scalable multi-location operating model.
The role requires a seasoned leader with more than 10 years of experience managing teams, strong hands-on technical capabilities, and meaningful experience in risk management or financial services. The Vice President will lead the design and delivery of technology, data, analytics, reporting, automation, and AI-enabled solutions that strengthen risk governance and oversight.
The VP will combine strategic judgment with the ability to engage deeply in solution design and execution. The successful candidate will set high standards for talent, technology delivery, controls, operational resilience, and stakeholder outcomes while helping shape the long-term growth of Core Risk Management in Mumbai.
Key Responsibilities
Serve as the senior Core Risk Management leader in Mumbai and establish a strong local presence aligned with the wider Gurgaon-based organization.
Build, lead, coach, and develop a high-performing team across technology, data, analytics, and risk-governance capabilities.
Create an inclusive and connected team culture, ensuring strong collaboration, consistent standards, and effective knowledge sharing between Mumbai and Gurgaon.
Support the phased development of the Mumbai location, including talent strategy, hiring, onboarding, capability building, workforce planning, and leadership development.
Provide direct or matrix leadership to Mumbai-based analysts, associates, interns, and future hires, ensuring clear accountability and effective integration into their respective Core Risk Management teams.
Help shape the Core Risk Governance technology, data, automation, and AI roadmap, translating business and risk priorities into scalable solutions.
Lead the end-to-end delivery of technology and analytics initiatives from problem definition and solution design through testing, implementation, adoption, and production support.
Provide strong technical leadership across Python, SQL, data engineering, cloud and enterprise data platforms, automation, analytics, application development, and AI-enabled workflows.
Remain sufficiently hands-on to review solution architecture, challenge technical approaches, resolve complex delivery issues, and raise engineering and analytical standards.
Partner with Risk, Investment, Data, Technology, Compliance, and Control teams to understand business requirements and deliver practical, controlled, and sustainable outcomes.
Apply risk-management expertise to the development of reporting, analytics, controls, monitoring, and governance solutions that support investment-risk oversight and senior decision-making.
Establish disciplined delivery standards covering software and product development lifecycles, testing, documentation, code quality, access management, issue tracking, release governance, and operational resilience.
Build robust data-quality checks, monitoring, exception management, reconciliation, lineage, metadata, and escalation processes for risk analytics and AI-enabled applications.
Ensure solutions are accurate, transparent, explainable, secure, user-focused, and aligned with relevant risk, data, technology, privacy, and control expectations.
Assess emerging technologies and AI capabilities, balancing innovation and speed with reliability, safety, governance, and appropriate human oversight.
Communicate priorities, risks, delivery progress, and key decisions clearly to senior stakeholders and leadership forums.
Act as a role model for ownership, collaboration, sound judgment, technical excellence, and talent development.
Skills & Qualifications
Bachelor’s or master’s degree in Engineering, Computer Science, Data Science, Artificial Intelligence, Mathematics, Finance, or a related quantitative discipline.
More than 10 years of relevant experience across technology, data, analytics, risk management, investment management, or financial services.
Demonstrated experience leading and developing teams for at least 5 years, including people management, coaching, performance management, succession planning, and building leadership depth.
Proven ability to establish or significantly scale a team, capability, or location while maintaining strong connectivity with a broader global or multi-location organization.
Strong hands-on technical capability in Python, SQL, data engineering, cloud platforms, enterprise data solutions, automation, analytics, or application development.
Experience designing and delivering complex technology, data, analytics, or AI-enabled solutions in a controlled production environment.
Strong understanding of modern solution architecture, data pipelines, system integration, secure development, testing, deployment, monitoring, and production support.
Meaningful experience in risk management, investment management, portfolio analytics, regulatory reporting, governance, controls, or a closely related financial-services discipline.
Ability to connect technical design with risk context, business outcomes, user needs, and control requirements.
Proven experience translating complex business and risk requirements into clear technical strategy, delivery priorities, and executable plans.
Strong understanding of data governance, including ownership, data quality, lineage, reconciliation, metadata, access controls, and audit-ready documentation.
Experience with artificial intelligence, large language models, agentic workflows, search, document intelligence, workflow automation, or AI governance is highly desirable.
Strong stakeholder-management skills, including the ability to influence senior leaders, challenge constructively, navigate ambiguity, and drive decisions across organizational boundaries.
Excellent written and verbal communication skills, with the ability to explain complex risk and technology topics clearly to technical and non-technical audiences.
